NEWSLETTER February 2018: Foreign Direct Investment in Vietnam

FDIs in Vietnam after 30 years since the Law on Foreign Direct Investment opened the country’s doors to foreign companies

“Since 1987, the FDI sector has helped restructure Vietnam’s economy, increasing export turnover, expanding the country’s reach to world markets, generating jobs, acquiring technology transfer and management skills, and attaining global economic integration,” said a Deputy Minister of Planning and Investment, according to Vietnam Economic Times.


The accumulated capital invested in Vietnam until December 2017 was US$ 318.7 billion. More than 23,000 FDI companies are operating in Vietnam, contributing 22 to 25 per cent of social capital and up to 15 per cent of the State budget. FDI companies now employ about 7 per cent of the country’s workforce and account for more than 70 per cent of total export turnover.

Vietnam has remained an attractive destination for foreign investors in 2017 with the new FDI capital registered in the country hitting a record high of US$ 21.3 billion, up 42.3 per cent against last year. Capital flows are divided among 19 branches of the economy in the country’s 63 cities and provinces. Notable branches include the manufacturing sector (60%), followed by the real estate sector (18%) and the electronics sector. Other growing sectors are energy, construction as well as tourism and accommodation.

Of the 122 countries and territories whose corporations have set up production in Vietnam, South Korea holds the lead with US$ 55.26 billion in FDI and 5,600 projects, followed by Japan with US$ 46.47 billion and Singapore with US$ 41.6 billion.


Germany is the most important EU partner country of Vietnam. The new German FDI capital registered in 2017 hit also a record high of US$ 414 million, up 30 per cent against last year. It should be highlighted that real investment in Vietnam by German companies is higher than the statistical figure for Germany, as numerous FDI projects in Vietnam are registered via German company’s subsidiaries based in different countries like Singapore, Malaysia and Hong Kong.

Political and social stability, young and motivated, willing-to-learn population as well as integration of Vietnam into the global economy which are the strengths of Vietnam, create competition advantages for Vietnam as an investment destination. With strengthened access to credit and improvement in tax reforms, Vietnam moved up 14 places to rank 68 among 190 countries in the 15th edition of the World Bank’s Doing Business 2018 report, themed “Reforming to Create Jobs.” The World Bank’s report acknowledged significant improvements of Vietnam in the areas of getting electricity, getting credit, paying taxes, trading across borders and enforcing contracts.


There are still some challenges in FDI, such as improving infrastructure, supporting industries, power supply, and the practice-oriented vocational training sector.
